In War Department Training Manual TM 20-410, “Development and Preparation of Organizational and Equipment Authorization Tables,” April 1947, the following guidelines are given in regards to chaplains:

Section VII. PROVISION OF CHAPLAINS

45. General

Chaplains are authorized in the ration of 1 per 1,200 troops. Those chaplains on staffs will be included in determining the general overall ratio for units.

46. Basis for Computation

The following will be used in addition to the above as a basis for computing the number of chaplains for units:
